Government Unifies Four Core Policies for Food Safety Law Amendment

At the specialized government session on law-making in July 2026, the Prime Minister directed ministries to concentrate resources on improving the institutional framework. Notably, the amendment to the Food Safety Law received significant attention with the approval of four strategic policies aimed at enhancing state management capacity.

According to the Ministry of Health's proposal, the four key policies include: food safety management based on risk assessment along the supply chain; reforming food market inspection methods; promoting digitalization to establish an interconnected national food safety database; and strengthening controls for street food and collective catering models.

The Prime Minister requested the Ministry of Health to take the lead in drafting the amended Food Safety Law. The draft is expected to be thoroughly reviewed by the government before being presented to the National Assembly at its second session, aiming to create a more synchronized and effective legal framework for citizens and businesses.

Beyond the food safety sector, the session also discussed the consolidation of the State Budget Law and the Public Investment Law, while reviewing legal regulations related to taxes, bidding, and public investment to ensure feasibility and consistency within the national legal system.

The Prime Minister emphasized the leading role of Ministers in directing law-making efforts. For the first time, law-making work is being evaluated via a pilot KPI system, setting stricter requirements for quality and progress in finalizing important legislative drafts.
