Proposal for Food Delivery Platforms to Share Liability in Food Safety Violations

The National Assembly Standing Committee is currently reviewing the draft amended Law on Food Safety. A significant highlight includes adding obligations for organizations and individuals providing collective catering for non-profit purposes, while establishing specific food safety conditions for online food delivery establishments.

The Science, Technology, and Environment Committee of the National Assembly, acting as the appraisal agency, has proposed adding the right to transparent information and access to traceability data for consumers as an independent right. Notably, the draft requires the inclusion of liability sanctions for digital platform owners and e-commerce floors to protect consumers against food safety risks.

In addition to simplifying procedures for proving the origin of street food, the appraisal agency recommended that businesses must provide allergy warnings and expiration dates for unpackaged food products, while mandating joint compensation liability for food delivery platforms in cases of violations.

Regarding technology policies, the Government is also refining the draft Penal Code (amended) to add four new criminal offenses in the field of information technology and telecommunications. These offenses focus on unauthorized data collection, information system forgery, personal data infringement, and obstruction of personal data protection activities.

In Ho Chi Minh City, the authorities have issued strict directives on installing the electronic Catch Documentation and Traceability (eCDT) system. Vessels with a length of 6m or more must complete the installation by October 30; otherwise, they will not be permitted to leave the port.

Regarding investment, the Ho Chi Minh City Hi-Tech Park successfully attracted large FDI projects in the first nine months of 2026, with a total registered capital of over 1.2 billion USD, notably the Evolution hyperscale data center. The park's future orientation focuses on selective investment attraction, prioritizing high technology and high value-added projects.
