From July 1st, Authority for Health Supplement Advertising Licensing Decentralized to Provincial People's Committees
The Ministry of Health officially transfers the authority to license health supplement advertising to local levels starting July 1, 2026, to simplify administrative procedures.

The new decision represents a strategic step toward implementing Government Resolution No. 21/2026/NQ-CP dated April 29, 2026, and Decree No. 15/2018/NĐ-CP. The issuance of these procedures and accompanying forms establishes a clear and transparent legal framework for all affected parties.
Accordingly, the Ministry of Health is decentralizing the administrative procedure for 'Registration of advertising content for health supplements' (Procedure code: 1.006.424). Dr. Pharm. Chu Quoc Thinh, Director of the Vietnam Food Administration (VFA), emphasized: 'Effective July 1, 2026, the authority to process this procedure will be fully transferred from the central government to the Chairpersons of provincial-level People's Committees. To date, 16 out of 19 administrative procedures related to food safety under the Ministry's jurisdiction have been decentralized'.

At the central level, the Ministry of Health continues to simplify two critical procedures: Registration of imported product declarations (Code: 1.001411) and Registration of domestically produced product declarations (Code: 1.001422). Notably, from July 1, 2027, regulations regarding mixed food additives will be repealed to align with international management standards, helping businesses reduce regulatory hurdles and accelerate product market entry.
The issuance of Decision No. 1644/QĐ-BYT demonstrates the health sector's determination to reduce business requirements and implement the Government's decentralization policy, aimed at saving time and costs for enterprises while improving the efficacy of state management.
To ensure a seamless transition, the VFA conducted a national online training conference on June 10, providing detailed guidance on dossier appraisal processes for provincial officials. Dr. Chu Quoc Thinh affirmed that these actions are central to the roadmap for amending the Law on Food Safety and implementing the Government's 'single-window' food safety management scheme.

The conference analyzed common real-world scenarios in file appraisal, thereby enhancing the professional capacity of local officials and ensuring effective policy implementation when the new regulations take effect in early July.
Previously, Minister of Health Dao Hong Lan directed the heads of subordinate units to proactively implement the reduction and simplification of administrative procedures in line with Conclusion No. 18-KL/TW, ensuring that all reform targets are met.
