Morning News August 27: HCMC targets average life expectancy of 77; September pension payment schedule adjusted
Updates on new social security and public health policies in HCMC and the adjustment of the September pension payment schedule during the National Day holiday.

The National Assembly Standing Committee continues its 5th session, focusing on key legal drafts such as the amended Law on Lawyers, the Commercial Law, and the Law on Protection of Consumer Rights. Notably, the amended Law on Lawyers proposes streamlining the enrollment process from four steps to two and introduces stricter requirements for political competence and professional ethics.
The Ho Chi Minh City People's Committee has issued a plan to develop community health for the 2026-2030 period, aiming to raise the average life expectancy to 77. The strategy emphasizes remote health management and digitalization, with a goal of 100% of citizens having electronic health records, while strengthening prevention of non-communicable diseases and controlling childhood obesity.
In parallel with health objectives, the HCMC government is promoting a campaign to ensure food safety, aiming for 95% of farming households to be trained in safe agricultural production and business techniques. The program will provide advisory support to over 700 professional farmer groups on quality-standard farming processes.
Regarding social security policy, the Hanoi Social Security Office announced an adjustment to the September pension payment schedule due to the National Day holiday extending from August 29 to September 2. Pensioners receiving funds via bank accounts will receive them on Friday, September 4. Cash payments will be processed after this date.
In other news, the State Securities Commission of Vietnam has imposed a 1.5 billion VND fine on an individual for manipulating the stock of Tri Viet Education Group, while also implementing a 3-year ban on securities trading for the individual involved.
